I'm afraid there's a lot of confusion here. powertabs.net and TabView are two different things altogether: the former is one of the many sites that carry tablatures in ptb format, the second is an application to view files in that format (wherever they come from). You don't need to wait for powertabs.net to come back online to use TabView, and I don't see why one should even think that.

Moving cards back to the board is usually against the rules. You can undo your moves when you realize you made an error, though.
