Paint.net 3.22 final (Windows NT, Windows 95, Windows 98, Windows ME, Windows XP, Windows 2000)

I found this to be a very useful tool for quick photo editing. The best thing about it is that it's free. It lacks the power of the Gimp editing software (Also free and open-source) but has much less of a learning curve. I definitely recommend this to the average user and Gimp to those who want more tools and don't wish to spend the money on Photoshop. [alert admin]
