This is a Java application. Double-click the JAR file to use.
The link works just fine. The download does include a Windows-style .EXE, but it also contains a double-clickable Java .JAR file which works perfectly fine for me on Mac OS 10.4.10. [alert admin]

You may have unstuffed it with Stuffit Expander 8.0 -- there's a known problem unstuffing applications with that version. Works fine under 10.3.8 here.
