No, Handbrake uses its own internal set of codecs. This one is only for applications relying on the Quicktime architecture for encoding.

It's only for QuickTime.

If you don't have or want QuickTime Pro, you can access this codec with MPEGstreamclip, which uses the QuickTime architecture and is free.

It does not affect Handbreak. Its a Quicktime Component and does not run in QT X. You need QT 7.x Pro because QT X does not have the Export abilities.
