Time Warner Cable NYC is DEFINITELY slowing down connectivity when using LimewireI have Roadrunner and get HUGE internet delays on other apps when using Limewire and troubleshooted this as an ISP issue
As soon as I quite Limewire, connectivity goes back to normal speed
From what I understand, their actions are not legal- but they do it anyways
