You are right, if you try to dowload with Safari. But if you do it with FireFox the download is no problem!

Symantec is very slow in posting and updating their webpages especially this Mac section. So you will see a link in the webpage but they haven't put the file to upload. They have been doing this for years and you need to nag them about this on their tech support page.

This is their outsourced help desk so they are slow to respond and have "canned" replies. But nagging them at this page does "encourage" them to update their webpages and links.
