Maybe the requirement for Mac OS X 10.5 or later is the problem.

Smultron - Mac OS X - David Nelson

Smultron version 3.2 and later is for Leopard users only. The developer does have older downloads that are for Tiger, though. They might be on this VersionTracker listing, but I know they're on his website.
