The change was made because Tiger's OpenAL implementation is broken on PowerPC. I was able to partially work around it for a while, but it was an ugly hack, it didn't always work, and it was making the download larger. It was easier just to remove it and require Leopard for PPC sound, which doesn't sound like a big deal to me, seeing that Leopard will be out tomorrow.
I'm sorry I had to do this, but if I did make it an option in PPC Tiger, you would find that it not only does not work, but it screws up the sound in every running background app... That's how bad it is.
