No, I don't think lack of permission to execute AppleScripts is what is going on. While I don't consciously use AppleScript--never had a reason to--I've also done nothing to disable it. I assume a standard installation of Mac OS X includes AppleScript enabled. It is my own computer, not subject to any control from another administrator, so nobody has done anything to it.
In any case, I just went into the AppleScript folder and played around, launching Script Editor and several of the pre-installed scripts, everything seemed to launch and do whatever it was supposed to do--although, again, I must admit an ignorance of how to really use AppleScript.
