Should I apply this to 10.4.10, does anyone know? - friedchikkin

I tried as well... but I think this Security Update's included with the 10.4.10 update.

Yes, it's applicable to 10.4.10. Apple says the system requirements for Tiger are "Mac OS X 10.4.9 or later".

Not if you have Safari 3 beta installed. - lkrupp

If you have Safari 3 beta installed this update will not install on your system. It will not appear in the Software Update panel. This update makes changes to WebCore and WebKit. Whether the Safari 3 beta (which, by the way, also installs a new version of WebKit) contains the fixes is unclear.
