Announce time bug still persists. - zunipus

Trash the Text-To-Speech .plist preference files, reboot. The problem will be gone.

Specifically:
com.apple.speech.prefs.plist
com.apple.speech.synthesis.general.prefs.plist
com.apple.speech.voice.prefs.plist

One of these files holds the damaged setting.

Don't bother with the speech recognition prefs.
