There are many different small things I've improved (or fixed) with infrared cleaning.
The fix in 8.3.80 uses the blue CCD element with the infrared lamp in some two-pass scanners - this works a bit better than the red CCD element.
The fix in 8.3.79 fixes a bug with some two-pass scanners in aligning the infrared data with the RGB data.
Previous improvements were in the actual algorithm - some things improved infrared cleaning with Kodachrome film (which ICE doesn't do very well) - other improvements improved the algorithm with scanners that have the RGB lamp on all the time and pulse the infrared with a diode.
I don't generally put this much detail in the change log, since it would just be too wordy and few people care.
