You aren't given the option to install Asian language support. OS X is delivered as an inherently international OS. The option you are given at install time is whether to install additional Asian fonts.
What you are removing with Monolingual is something else altogether: the translations of menus, etc, which exist within the OS software and in your applications to various extents.
