If you still haven't found a way to completely uninstall SmartScroll, try EasyFind: http://www.versiontracker.com/dyn/moreinfo/macosx/11706
it will find ALL files for a particular app; once all the relevant files have been found and trashed, the app in question will no longer appear in your OS.

Use the Installer to Remove - MAC_1984

This is simple: Run the installer and click the "Remove" button. Done.

Have you tried the "uninstall" function? Its in the Installer app. Worked with me.
