The Apple web page gives a bit more info for this version and as it seems to only be for OS X 10.3.9.

Cannot Install - man290663

You need to install the Developer Tools from the relevant FULL install disk first. thats the REQUIREMENT.

without these toolkit the download is meaningless an extra 3gb of disk space tho!!
