Larry: It sounds like you have it installed in the correct location (see "lbodrozic"s post above, or the ReadMe which accompanies the download). To verify, though: Did you first visit Safari's Preferences (under the Safari menu), and ensure SafariBlock was enabled (click the "Enable" button)?
I can't remember whether it's "on" by default, so this step might be needed to allow the plugin to do its thing.
Also, I'll certainly agree with the other posters here: I can't imagine using Safari without this addition. This should really be a BUILT-IN behavior of Safari, allowing users a customizable method of adding a list of sites without the need for an add-on. But, I'm certainly thankful for the developer's work in filling this gap in functionality!
