Yep, 't'would seem you're right. I did this as an experiment, and my DSL connection suffered a 90% speed drop. That's no misprint, 90%.

Luckily, full speed was restored on uninstall.

It's odd, I would imagine it possible to conduct a pre-install test to determine applicability. Hm.
