RapidWeaver hasn't fixed page width, such things lie with the themes.So it's up to the theme developer wether to use fixed or dynamic page width.
I know this because I make freeware RapidWeaver themes, witch can be found at the http://myrwthemes.com/ site and my personal homepage Netzach's Crypt (Made with RapidWeaver).
