The next major upgrade to OS X is a good ways off now. As far as the Intel shift, that should be irrelevant to you decision to move to Tiger.

Still, check out Amnesty Widget Browser. It allows people like yourself to use widgets under 10.3.

Mac OS X 10.3 user - Pen Dragon

The Intel chip will change very little from the user's point of view. It's two years away. So, you're going to wait for two years to update your software? You'll be two years behind in technology knowledge. May as well go back to using a pencil. :)
