Deleting widgets takes time, plus it destroys the way you have organized them on the screen. If you have to do that every time you want to turn them on or off, you'd never use Dashboard. This just makes no sense.
As for the RAM issue, the real story is that when Dashboard is activated, the Dock takes up many times more RAM than when it is not activated. Here are my numbers from Activity Monitor:
1) With Dashboard turned off by way of DashOff, my Dock occupied 2.7 MB RAM.
2) With Dashboard turned on but not activated (that is, I have not brought it up on screen yet) the Dock takes up 2.7 MB.
3) Once it has been brought up on screen (and I have 10 widgets running), my Dock uses 8.08 MB whether Dashboard is on screen or off.
4) I quit Dashboard using DashOff after copying the above info, and my Dock is back down to 2.7 MB.
Your mileage may vary, but the RAM argument against DashOff does not hold water. Sorry about that. DashOff is a useful utility, and there is nothing suspicious going on under the Dashboard. I fully recommend it.
