This is not entirely correct. I had the same problem doing an Archive and Install. Could no longer use the Palm installer to get HotSync on Tiger. Turns out that it has problems writing Conduit Manager, HotSync Manager, and Transport Monitor as applications. They turn up as generic icons. My fix was to copy this from another Mac, still running 10.3.9... May be possible to fix it by manually turning these generic bundles into apps...Friday, May 06 2005 @ 02:46 AM PDT

Palm announced quite some time ago that they were no longer going to develop Palm Desktop for Mac. This was at leat a year ago, before Panther came out.
