No it is not. I just upgraded to Tiger today, and the Deja Vu 3.0.2 interface was disabled. I tried reinstalling Deja Vu 3.0.2 and the installer gave the message "Deja Vu requires Mac OS X 10.2 or higher."

According the the developer, Deja Vu doesn't run under Tiger but an update is on its way. You can visit the support forum at the Deja Vu homepage.
