I've seen similar log messages for other files/directories during a permissions check/repair. I'll bet a change to 'at' was made. It's a unix utility that allows you to specify when a command is run. Sort of like cron, but cron is for a repeating cycle.

Isn't at disabled by default? According to the man pages:

at, batch, atq, atrm are all disabled by default on Mac OS X. Each of
these commands depend on the execution of atrun(8) which has been dis-
abled due to power management concerns. Those who would like to use
these commands, must first re-enable /usr/libexec/atrun by removing the
leading '#' from the line.
