It does work - I am running 10.3.1 on 2 machines and it runs fine on both. The chances are that it was a problem with Stuffit Expander - read in the section "IMPORTANT" at the bottom of the Version Tracker info page for Primate Plunge. If you know how to use the terminal however, you can fix it by typing "chmod +x Primate\ Plunge.app/Contents/MacOS/Primate\ Plunge" after cd-ing to Primate Plunge's directory.
