A user preference solves this - karelia

This 'arrogant' behavior of popping to the front is because of a bug that we've been unable to solve. So our response has been to include a preference to turn off the updates completely. The new 1.7.2 update prevents not only the 'What's New' updates, but also the tool update alerts.
