If you really want more powerful image editing at a more reasonable price Photoshop Elements is very good, but it will still run you $99 unless you get some kind of discount.
I haven't tried this particular app, but I know that IrfanView for Windows and GraphicConverter for Mac are both decent, and the former is free while the latter is shareware.
