Flux has taken on a challenge that really no other app has - full web design with a full OSX interface. This isn't one of the template systems, like iWeb, Rapidweaver, Sandvox, Freeway, etc. It allows true design of custom sites using web standards. It isn't perfect, but it stands alone, and the developer is continuously improving it, is responsive to bugs, and releases timely updates.

Nice, and always improving - muckeymuck

Sorry to contradict you, but Freeway is not a "template" based system like iWeb or anything else. It is also not an html editor as it generates html output from a desktop publishing style interface.
