but last time I read the Google terms and conditions you were expressly forbidden from pulling down Google Maps into an application that isn't a web browser. Add to that the fact that he's called it "GoogleMaps" and I'd be surprised if this product stays public for long. Besides http://maps.google.com is no further away from my keyboard.

I'm the developer of GoogleMaps and I am not a lawyer but...I have read the Google Maps terms of service and the Google Maps API license and what you say is not true. Many iPhone apps or Dashboard Widgets uses the Goole Maps API to display maps inside a webview, and my program does the same thing.
Tell me where you read what you say.

Yes, the Google Maps APIs can now be used in Desktop applications, provided that they adhere to the other restrictions of the Terms of Service. Note that in order for a desktop application to be deemed "publicly accessible", there must be a publicly accessible webpage from which it can be downloaded. See Section 7.1c of the Terms of Service for more information.
