Although this app does the same thing in Snow Leopard as in previous OS versions - modifies the plist file com.apple.backupd-auto.plist - time machine seems no longer to consult this plist, and therefore changes made in TimeMachineEditor have no effect on time machine in Snow Leopard. At least that has been my experience - please correct me if I am wrong.

On Snow Leopard, Time Machine always backs up when waking up from sleep and connecting a laptop to a power source.I'm working on it.
