I had a sound file that I needed to change sampling rates on. Audacity let me change it to a limit, but not enough. I tried Expstudio, and was able to change the sound as I needed. So for that purpose, it beat Audacity, which I use quite a bit.
The UI is a bit cluttered, but it was easy enough for me to find what I needed. It's another good tool to have for sound editing.
