Other apps, like Lineform and Illustrator, can read and write SVG files, but Inkscape does the best job of it. I'll agree with other reviewers that the interface is a bit clunky, but that's what you get in this territory of portable applications. So if SVG is something you need to work with, Inkscape is the right tool for the job (in my opinion). And the price is certainly right.
