Your description of this program interested me...a non CPU-intensive video converter MUST use the GPU I thought as a DLed it. Then I went to the developer's website and saw it uses FFMPEG which AFAIK uses (single core) CPU and not GPU.

I tried it and it's about the same as FFMPEGX but with a better GUI. It uses just as much CPU as any other program that uses FFMPEG. I still prefer HandBrake but thanks for a good program that's easy to use and inexpensive, though it's definitely not "non CPU-intensive."
