If you're broke and have a few photos it works. The free app that comes with Nikon, Sony or Canon cameras is better. Probably all of them are.

If you have never used a photo browsing/editing app before, you can do a lot better. Pay the price, its worth it.

If you have used a browsing/editing app before, there's nothing in Picasa that will be of interest to you. If you have lots of images, like whatever organization you use or don't enjoy watching Picasa loading untold quantities of images everytime you start the app, don't bother downloading it.

After 2 months of poking around in it and seeing what it can do, it still has not finished its process of loading all my images, the organization is poor and I have yet to come across a feature I did not already have in a host of other photo browsing/editing apps -- most discarded but still better.
