Are you ready for the pendantic response? That's not strictly true. Actually there is an upgrade path. You have to be an educational institution and you have to have bought the iWork Maintenance. That way you get the upgrade/new version sent to you automatically. :)

So, we all have two choices:
a) If you want the new version, you buy the new version.
b) If you don't think the new features justify the $79 price tag, don't upgrade.

It's only 79 freaking dollars, get over it.

The minimum upgrade price from Office 2004 to 2008 is $200, and even the Student/Home version, which has no upgrade option at all, is a minimum of $130.

If you're going to compare it to Office do a bit more research.

-Upgrading from iWork 05, to 06, to 07, to 08, to 09 would have been more expensive than upgrading Office 2004 to Office 2008.
-Many people upgraded Office for around $30 (Thirty "freaking dollars") thanks to Microsoft's offers and rebates. In addition, they gave the buyer the choice of Office version they wanted; Student, Special Media, or Regular edition. IIRC, the Home/Student version included 3 licenses.
-These upgrades were available for the Student version. I went from the Student version to the Special Media Edition.
-iWork offered less than Office, both in terms of quality and quantity. Keynote is the exception. It was pretty good from the start and has gotten better with each release. I have not used iWork 2009. Hopefully by now it is a serious alternative.
-Visiting Amazon, without doing an Internet search for the best deals, the minimum you mention of $130 "freaking dollars" for Office 2008 (Student) is inaccurate. Amazon still has it for $110 ($109.99).
-The Special Media Edition costs $158.49. Much less than the $200 "freaking dollars" upgrade you mention, and without being an upgrade. Buy.com has the same version for $187. Again less than $200.

Not to get into a Mac vs. Microsoft debate, but not everything Apple does is great, and not everything Microsoft does is awful.
For a new buyer $79 "freaking dollars" is reasonable, especially since iWork has matured and bugs have been fixed, but people with previous versions may feel differently.
YMMV.
