That sums up my experience with 10.5.6. After allowing it to restart, I get a small window that says it is configuring the system. The progress bar moves about one tick to the right, and that's where it stops. I come back in an hour, and it's still there.
Powering down results in rebooting to 10.5.5 (whew!). I've tried twice with the same results. Now I'm going to wait and see what other people have to say.
