This clearly should be built in to the OS. We can hope. But in the meantime, we have this great fix for jumpy scrolling. I prefer different settings than the defaults. You can download my Smart Scroll prefs file here.

2.8.8 fixes a problem I was having in which the scrolling would become slow until I hit either PageUp or PageDown.
