What is with the versions?

I have VersionTracker Pro and it has now alerted me to a StyleMaster update a couple of times now. Today, it is 4.6.4. Yet, if you go to the WestCiv site, the version is 4.6.1 ("New Version: 4.6 released November 2006"). If you contact WestCiv they will confirm that is the latest version. I visit the VT page for SM and I see the latest comments are from 2006. I believe the update to 4.6.1 was in May 2007. What gives?
