There is no "New Tab" button in Customize ToolBar. However, double clicking the Tab bar,or Command-T gives you a new blank Tab.
Why in the world would you want a New Tab with your Home page in it? When I want a New Tab, I have a specific reason for want it. If I want my Home page, I just click the Home Page button.

I agree, 99¢ is way too much to pay for functionality that's already built in to Safari, and has been there for several years.
