So, VT has Camino 1.6.3 available. Great. Two questions: what happened to 1.6.2, and why didn't 1.6.1 offer me either update even though the preference setting is set to have it do so?

Camino 1.6.2 … - Compuglobal
Hi,of course, Camino 1.6.2 was released:
ftp://ftp.mozilla.org/pub/camino/releases/Camino-1.6.2.dmg
I also wondered about that 1.6.2 was not listed by Versiontracker.

Camino 1.6.2 … - s_morgan
It was built, and it was staged for release (the URL you gave), but we never formally released it. It wasn't announced, and it wasn't pushed as an auto-update, so for all practical purposes, it wasn't released (any more than all the nightly builds that can be downloaded from that same FTP server are "released").Friday, August 08 2008 @ 10:35 AM PDT

1.6.3 has been out for less than 24 hours, and the automatic update check only happens once a day, so you probably just hadn't waited long enough.1.6.2 was never released, which is why 1.6.1 didn't offer it as an update.
