With only one really positive review and others mostly negative
including previous versions, why is Version Tracker assigning
it 5 stars and encouraging users to upgrade without reading
the warnings and negative comments.

Pretty easy. One person rated 7.7 five stars, hence the five star rating for 7.7. Versiontracker isn't encouraging or, for that matter, discouraging, anyone from upgrading. It's just reflecting the ratings users have given iTunes.
