Applications/Microsoft Office 2008/Office/Microsoft Office Setup Assistant/Contents/Plugins/SLT.bundle is the apparent culprit.
By ignoring the fact that many users remove language-localizations from their Macs (for years now) and requiring that this (very tiny) SLT.bundle remain fully-localized, this update has cause undue frustration. Repairing permissions, safe-booting, etc.? Smoke-screening.
I can't recall any other application updates choking on de-localization.
