I must apologize to the developer for complaining about not being able to use LCC when I have a blank password. I just found a note on Apple's web site that 10.5 will not execute a sudo command when the password is blank. A non-blank password is required. I have created an additional Administrator account for the purpose of using LCC and executing other sudo commands which might be necessary.
