Used Product For: Have Not Tried

if I download the link with Safari, the resulting Pay It Down.dmg file will not mount with "mounting failed". If I try to double click the .dmg file, it says "The following disk images failed to mount Pay It Down.dmg error -199"

If I option-click the download link, and then double click the payitdown.dmg.gz file, I get ""Unable to unarchive "payitdown.dmg.gz" into "Downloads". (Error 1 - Operation not permitted.)

It sounds like you don't have permission to do things in your own downloads folder.

Maybe it would help if you ran Apple's Disk Utility from your HD and run the Repair Disk Permissions just before downloading again. Just fire it up, choose your HD on the left and click on Repair Disk Permissions. This should be done after each system software update but if it hasn't been done for a while it could make your system behave in some weird ways.
