When I tried to run the Illustrator 13.0.3 Patcher, it can't find the application. Most annoying. Now what?

From Adobe's Downloads site:

Illustrator 13.0.3, which is recommended for all Illustrator CS3 Japanese users, addresses issues related to compatibility between Adobe-Japan1-6 JIS 2004 font and Composite Font, and unexpected leading shift in editing text.

Keyword here is Japanese users.

Won't Patch - Kevin Browne

If that is correct (re updater solely works with Japanese version) then Adobe is even more inept than I had previously thought. If this update is language specific then common sense indicates Adobe should have stated same on releasing he update.
