Instead of clicking on this application icon just click on the icon of Activity Monitor application, select the process and click on "Quit Process" button.

Yes, you can stop an app that way, but pause and unpause is the point here. Is there an app similar to this to adjust the app priority so that something I think is not so important can be made to use much less system CPU?

I haven't try the application, but apparently is not the same thing as simply "quitting the application", for it only forces it to pause, allowing you to resume afterwards from the same point (without lose of data/time already spent in processes?). To be checked, but that's what I understood from its description.
