What about the freeware WordService? - Sanford Selznick

WordService is a good rewrapper. SmartWrap scans your text for different patterns and then applies the correct type of rewrapping. SmartWrap also has a number of preferences for the output it generates, like HTML, quote level and hard-wrap. SmartWrap also comes with a number of plug-ins so users don't have to activate the service, which are prone to command-key conflicts. (SmartWrap is also a service. :-)
