So in the download troubleshooting section is this little gem:
If the compressed file has the .sit extension, then Mac OS 9 and StuffIt Expander 5.0 or later must be installed.

hi--Mike Romo from Symantec here.
Actually, our product doesn't run on OS 9. We haven't supported OS 9 in years with the current product. However, we still get many customers from other countries that call us about OS 9 all the time (I'm looking at you, Japan). Really, seriously--it's nuts. That support snipped probably refers to an older product. I'll take a look and see if we should take it down.
But NAV 11 for Mac works with Stuffit, of course--we can scan the archives--but you don't need Stuffit to install. If you download the product, you get a .dmg file.
