Delete the existing Garmin Installer Receipt [Install Garmin WebUpdater.pkg] in /Library/Receipts/ then run the installer again. Installation then executes correctly.

This fix does work.

For people working on a french Mac OS : not deleting previously the "Install Garmin WebUpdater.pkg" brings up a window that says "Il n'y a rien à installer" (there is nothing to install).
