Is 0.22 Leopard only?

Used Product For: Have Not Tried

I'm running 10.4.11 and tried to install this version, but the MailPluginManager quits itself before launching.
(it does one of those deals where the dock has just started to make some room for the app to fit in, but then the app doesn't launch and everything goes back to normal)

...not sure what the technical term for that is. Dock-feinting?

According to a comment on the developer's blog, 0.22 is Leopard-only.
