First, one has to download the Microsoft Office updater, then run it and wait while it searches every inch of every hard drive attached to the Mac to "locate applications that need updating" (couldn't I have done that for you?), then runs the updater [to get to 11.3.2] and then runs the updater again [to get to 11.3.3] - and again [to get to 11.3.4], and then again [to get to 11.3.5], then again [to get to 11.3.6] - and again [to get to 11.3.7], and yet again [to get to 11.3.8] - and then, finally - whew - again! to get to 11.3.9, well...
Just had to reinstall Microsoft Office 2004 for Mac on several Macs(we're starting fresh with Leopard). So try the above on not one - not two - but THREE Macs ...
By this time, one can develop strong feelings toward the folks at Microsoft's Office for Mac unit. The kind of feelings that make one want to purchase a ticket and fly to Redmond, Washington, and ask them out for coffee and a chat.
Lo and behold... turns out Pages opens up (and saves to...) the MS-Word .doc format! And Keynote opens and saves to the .ppt format! And now Numbers opens and saves to the .xls format! Gosh... does that mean....?
Huh!
I wonder what year it will be when Office 2008 will be coming out?

In the immortal words of Orson Welles, "you exaggerate".
While it is true that you need to keep applying updates, the 11.3.5 update is a combo one, that will update anything from the original Microsoft Office 2004 11.0.0 onwards. From there, yes, you do need to apply 11.3.6, 11.3.7, 11.3.8 and 11.3.9.
It would be nice if they would merge their updates into combo ones periodically, however Adobe and Apple do the same thing, particularly with Adobe's Acrobat updates (7.0.5, 7.0.7, 7.0.8, 7.0.9) and Apple Java updates (1.3.1/1.4.2 update, Java Update 4, Java Update 5, Java Update 6).
Personally, I think 2 successive delta (incremental) updates is enough, and at most, every third update should be a combo.
